Unemployment, low income, lack of necessary capital and lack of social welfare" can be considered as economic factors of para-elite in Afghanistan, and “political, cultural, social and security” factors can be considered as non-economic factors of para-elite. The increasing number of students leaving student institutions and the lack of work for them can also be considered as one of the factors of the escape of the elites. The ever-increasing rate of unemployment, the loss of monthly income of some young people who were busy working in foreign-affiliated institutions, should still be discussed.

The departure of educated and highly specialized people from Afghanistan is one of the bitter consequences of the war in this country. Even the departure of manpower from this country will destroy the human resources of this country.

If the world takes development projects instead of humanitarian aid to Afghanistan and chooses a fair relationship with Afghanistan the current government will definitely interact mabye this interaction will lead to permanent stability forever.

In addition to this, the government should provide work and education because if a country does not progress in education, it will go into isolation and regression.

To represent a new idea, our country can develop bussiness opportunity for adults despite , to deduct illegal migration likewise , the government compose consent with adjacent countries which , can construct companies to coordinate and support citizenes for funcationing tasks also , it will be a good reason not to leave the country.

Immigrants who can do great things for their country by providing the grounds for their return. rebuild their motherland with their heart and soul and bring the field of economic growth and development to their people. Humanitarian aid has been given to poor people to some extent, but I don’t think development projects are used fairly. Because the same humanitarian aid does not reach the people who need it to some extent, and it becomes a pity halfway through.

One of the most important issues in my opinion is the freedom to live in Afghanistan because afghans are not free boys and girls are not allowed to have emotional relationships with each other.
